
Charles Liu who born in Fujian province of China in 1971, was graduated from a university in 1993 . After passing
the lawyer qualification examination, Mr. Liu obtained the Lawyer Qualification Certificate of the People’s
Republic of China in 1994, and then he commenced his practice career after obtaining the Lawyer Practicing License
of the People’s Republic of China. Mr. Liu now works for BeiJing King & Partners Law Firm as a senior lawyer for
foreign-related legal services. He is the holder of the lawyer Practicing license numbering 11101200310549761, and
also the member of All China Lawyers Association and the member of International Investment and Trade Professional
Committee of Beijing Lawyers Association. After years of studying and practicing, Mr. Liu deeply ponders and
understands that the ultimate spirit of the law is to civilize the violence. Following his study of the lawyer
systems in the world in 1994, in particular the EU lawyer system, he wrote a paper titled Public Power and
Professional Obligations of Lawyers for being discussed by the Lawyers Association of that year, discoursing that
the legal essence of lawyering and construction of lawyer system on the basis of deep discussion of basic concepts
related to public power and legal jurisprudence. During his criminal defense practicing over two decades years,
Mr. Liu was deeply impressed by the problems and defects in the existing Chinese criminal litigation system,
therefore, he reconceived a new criminal litigation system to defend suspectes against their criminal charges
within China under the advocacy of the principle of equality between the defense and public procecutors and the
concept of presumption of innocence. Over past years, his litigation practice has told him that itis difficult for
Chinese judges to independently exercise their right to trial, and that many persons deal with their cases by
utilizing their connections with judges and making payments to judges, therefore, he conceives to control and
realize independence and justice of trial by way of design of enclosed litigation procedures. Mr. Liu has dealt
with civil litigations and labor arbitrations and international commercial arbitrations, and has served as lawyer
in hundreds of criminal defense and litigation and arbitration cases. In most of those cases, his opinions were
admitted by the courts and arbitration tribunals. With sophisticated professional skills, he can protect interests
of his clients to the maximum extent by fully leveraging the existing legal system and the advanced legal ideas.
Mr. Liu also serves as counsel for some large companies and commercial projects, including multinational
companies, domestic and overseas listed companies, covering such sectors as securities, finance, insurance,
investment, import and export, real estate, media, communications, IT, energy, manufacturing, and aquaculture. He
is familiar with IPO, merger and acquisition of domestic and foreign enterprises, asset restructuring, bankruptcy
liquidation and other special businesses. He maintains close cooperation with his peers based in Hong Kong,
Singapore, the United States, Britain, Italy, Cyprus, and Japan.
